Derivation: Corruption of Ta-Ta (meaning goodbye) and Tar
Abilties: Sticky Hold, Liquid Ooze
Classification: Traffic Pokemon

Their bodies are made of an oozy, tar-like substance perfect for blending in with shadows. They hide under traffic cones to blend in with their surroundings and use their traffic light lens - which shine either red, amber and green - to display emotion. Red is considered a sign of shock, fright or apprehension, Amber is a neutral state or to signal expectancy and green is happiness, readiness or excitement.

Classification: Traffic Pokemon

Only found in urban areas, Gelitar are more inquisitive and bolder than Tartar, a nature that allows them to move closer to human-populated areas to absorb more materials. Gelitar are capable of expressing a wider range of emotions using various combinations of their traffic light lenses. They tend to assimulate and absorb materials and objects they find on roadwork sites.

Classification: Traffic Pokemon

Having absorbed massive amounts of traffic and construction materials, Tariffic can be found on construction sites looking for more objects to assimulate. They are deceptively intelligent and use semaphire codes with their traffic light lenses to communicate each other. Tariffic usually look for materials that will allow them to either protect themselves or form a more cohesive shape for their bodies.

These Pokémon please me both in a visual way and a informational way. The first evolution is simplistic, but it has power in it's simplicity. The typing confuses me a bit, but I can understand the final evolution's typing. My question is "Are you trying to do a representation of light pollution?" This seems like a valid way to present this. While I have never expected toxic sludge to care about construction, this one makes it seem like it would be believable.

First, Tartar. Tartar is very simple, having a cone hat, a red eye (which reminds me of traffic lights) and a body made of black sludge. I can imagine this creature oozing along at construction sites, placing tar down and annoying other construction Pokémon for poisoning them on contact,

Next, Gelitar. Now, Gelitar has TWO hats! Wow, what diversity! Don't worry, it's all good. Now, it has two lights for convening emotion if I read the article right. It has become taller and has more sludge. I can imagine Gelitar becoming more of a hazard, not only trying to mess up projects while pretending to be helpful (troll in the making), but also blinding creatures with light.

Finally, Tariffic sounds terrific with tar and/or traffic. Now, the typing makes sense! This one has THREE hats and a more complex design. Reminds me of bulldozers, traffic lights and tires... The arms have tires, the face has lights and the feet seem to be used for demolition. Don't touch unless you have sufficient protection! Builders should have a license for it in my opinion (for the Pokémon realistic world).
